By touching the metal part of the computer desk? I don't have a case yet. So I can't touch that. Does the desk need to be grounded? Or can it act as a large enough reservoir for electrons, just like a ground connection?

I might be able to hook up my desk to a ground connection somehow, and no, I cannot get a wrist strap at the moment.

Just put you hand on the PSU. That is grounded to the house ground.

You can stop static by touching your power supply (SWITCHED OFF), or touching your case. Just don't build it on carpet.

Touching the desk should be ok.

My computer chair will give me static shocks when I touch it sometimes and it is not actually grounded in any way(plastic wheels and all.).

Not building on a carpet may be a good idea. I have done it many times(in fact most of my home systems have been built and worked on in carpeted rooms.), but will not recommend it to others just in case.
