PC performance fluctuating

My pc tends to fluctuate in performance while gaming and other things. i watch my cpu usage in task manager and it ranges anywhere from below 20% then maxes out. when gaming its even worse. even if i am well within the requirements and even the game recomends very high settings based off my build the fps goes from 40 - 60ish down to 3 or 4. it does this every few minutes. its not temperature, ive got a new cooler for my cpu etc.

i know the cpu isnt the greatest but it should be more than enough for low impact games and everyday use but seems to go through phases of fast and slow. speedstep is off bios us up to date as are various drivers. Any ideas as to my problem

Various steam games but i have this issue on everything. Minecraft, Terraria, starbound, Dungeons and dragons online, Aika, PWI, Forsaken worlds, Half life 2 Plus various mods of it. Most of these games dont take too much hardware, i try to stay within my limits

As for length it depends on how quickly the issue makes me mad. it starts from the very second i open the program

First of all you have a mega bottleneck in your system which could very well be the soul problem of this.
You cant be running a gtx 560ti on 4 gb of ram and a duo core cpu.
Btw just interested to know are you on a 32bit or 64bit system?

this was a build just for office use originally by a local IT guy. I got it for free and its a work in progress on my end. only thing added is graphics card and cpu cooler so far. Im pretty tech savy when it comes to pc. my father in law has his own IT business and is teaching me as i confront things. i understand most of the lingo though

ok brillaint itll be alot easier to explain this then. ok with a system like yours the cpu in 3/4 of the bottleneck and the ram is the other part as for some reason windows has a very weird thing in it. so basically whether you have 64 bit or 32bit your system will only use 3ish gb of your ram and about 3/4 of your graphics card.
Your best bet now would be to get a quad core cpu and another 4gb ram stick, if you want some recommendations then say because ive been building compouters for people for the last 4 years and im a year away from doing computer engineering at uni

in the long run im headed for a new mobo w/ 1155 socket z87 and 16g of ram but as of now my mobo only supports lga 775. most dual core cpu are this era. would a better 775 cpu like a core2 duo e8400 ish help any? my pc only supports 4g of ram atm. is there anything i can do to help the bottleneck? it just doesnt make sense that my cpu is the issue if only a 1.6 GHz dual core cpu is required for ddo
