fried psu or not?

hi, so basically today i was just playing gw2 for the first time and about 40 mins into the game my computer crashed as if there was a power outage but it was only the outlet i was using nothing else. so i thought if i just restart the power it would work fine because the tv next to me turned back on after a few seconds whcih was also plugged in. but to my dismay it did not turn back on...and so i took out my psu and tested it with a paperclip and the fan didnt turn. is that a ruined psu? a second before it crashed i heard a clicking noise in the back of my computer (psu i suppose) so now, im worried that my mobo may also be ruined, is there any way to check before i get a new psu? oh, and the psu is less than 3 months old... my specs:
corsair cx 600
intel i5 haswell
msi z87 gaming
msi 760 nvidia graphics
16gb (rip-saw?)
windows 7

i dont know if you can answer this but when i bought my psu it came with a promotional offer that required me to rip apart the original box so i can take out the bar code and send it in. do you think i can get an rma for it even though i wrecked the box? well not wrecked its just a little square cut out from the bottom.

Edit: also, if it is because of the psu and my motherboard got fried because of the short do you think they will replace that too? my mobo is from msi not corsair.
