Im aim to play skyrim at 720
With the he texture pack here's is what I got

Cpu core i5-3570K

Mobo ASUS P8B75-M/CSM

Ram G.Skill Ripjaws Series 4GB (2 x 2GB)

Video card EVGA GeForce GTX 750Ti

Psu now im not quite sure if this is enough if I need more please recommend a good psu it's a Corsair Builder Series CX 430 Watt ATX/EPS 80

Case is a roswell challenger3.0

Solution
save yourself some money and just get the Corsair Builder 430w, the 750ti doesn't use much power at all, you could honestly game at 1080p reasonably well, you can max anything out on 720p with that setup easy, 1080p has been the standard for years now.

All looks good, the 750 ti recommends a 300 watt PSU so 400Watts is more than enough, although the CX series from corsair is frowned upon. Either select a different series from Corsair, or look into Silverstone, Seasonic, XFX, Rosewill or EVGA.

If you're not going to overclock another option is a Xeon cpu as well either Ivy bridge or Haswell, they're an i7 3770/4770 just without buit in graphics which you don't need since you have a dedicated gpu anyway...it's the choice I would of made when building mine. I just didn't know at the time about them nor their price

All of that will work together just fine for 720p. It could even do well at 1080p. I would recommend a z77 extreme4 for the motherboard though if you are using a 3570k. If you don't intend to overclock, an i5 4440, or 1230 v3, with a B85 pro4 is a good option. A bronze 500w EVGA power supply would be a good idea, giving a little room for future upgrades. It is a bit better than a CX 430.

Why Xeon? That means he would have to buy a X79 MOBO which are quite expensive. I think an i5 4430 or i5 4570 would be a great option, or FX 6300 if he chooses AMD. :)

you can get 1155 and 1150 socket Xeons, for example,

if I had of known about these when I built my pc it would of been my CPU of choice, having 8 threads just seems so cool to me :p

yeah the i3 4130 is reasonably priced and in every benchmark I've seen it's always been in the 40fps range even on multiplayer on bf4 on 1080p ultra with some settings tweaked. I was surprised how stout those 2 cores are, with hyperthreading of course.
