Brand New GTX 770 Acting VERY weird?

I just got a Gigabyte GTX 770 OC Windforce 4GB GDDR5 http://www.pureoverclock.com/Review-detail/gigabyte-gtx-770-oc-windforce/17/
installed it, launched geforce experience and optimized bf4 for its recommended settings (ultra) and when I started playing the game was jittery and weird and just laggy... I know this card can handle bf4 on ultra just fine but it isn't even better than my old gtx 460 in its current state...
So I need to fix this problem.

I have a few ideas of why its happening and really need to get this fixed:

Power supply?

Only a 600 (or a 650 can't remember) watt power supply.

CPU Bottleneck?

i5 3570k @ 3.5 ghz

Operating system?

Windows 8.1...I played with my 460 on way higher settings than on windows 8.1 on windows 7 so i'm thinking its this...

Hard Drive?

My hard drive is being incredibly slow lately (like down to 8 megabytes a second) and i'm going to upgrade to an SSD soon.

If it is just a problem with the card I will send it back but hopefully not :)

What's your model of PSU?

Did you uninstall all the old video card drivers before before you installed the drivers for the 770?

It's not a CPU bottleneck unless it's overheating. A 3570K is still stronger than what 90% of people have, and it should be outperforming a 770.

Try on a different game that doesn't usually have that problem for so many people and see if it's that.

Edit: BF 4 was made with Windows 8.1 in mind (Direct X 11.1 specifically) so it's not the OS as it does give you more performance than Windows 7 in BF 4.

Double Edit: Did you uninstall the old drivers first or just slap in the new card? If you just put old card in and used same drivers or just installed new drivers over old cards drivers, that could cause problems. Try uninstalling new drivers and re install fresh.
