Right now i have an amd processor and gpu. If i was to remove the motherboard, processor, gpu. Then replace with new hardware. (intel OR amd) what would my windows 8 do? Could i still use it? If so how? Does it license itself to the new hardware configuration?

It depends:
If you bought it and installed it, you can replace whatever hardware you want. You should probably do a clean install, but licensing-wise you're fine.
If it was preinstalled, then it is licensed to that original hardware.
