i have an 1600 4 gb but it only shows 1.9 gb usable .what should i do

After thinking a bit, I have a few solutions.
1) Try removing one stick (Assuming you have 2x 2gb) to find which one works
2) Switch places to find out if its the slot or the ram chip.
This is a hardware issue. You will be either returning one ram chip or the motherboard. sorry to hear you are having issues!
