How Do I Throttle my CPU?

I have an intel i5 m480 cpu on 2.67 GHz and i want to throttle it to about 2.0 GHz because its generating a lot of heat during summerand the fans that i added do not affect the cooling.
any way to throttle it back an forward every time i need?(not every sec to play with it but every half a year to change it)

Read the post it is a mobile cpu, In the power options for Windows you can set the maximum processor percentage frequency
Power options, Advanced Settings, Processor power management, Maximum Processor State.
Try lowering it to about 80% and see what that gives you.
I would recommend using the balanced power state.

Yeah i saw that that's why i asked. So i could give him a proper answer and let him know he should mention that. Lowering processor state is just ignoring another underlying problem of overheating. He should clean the laptop out and maybe swap the thermal paste if he wants a long lasting solution.
