PCIx16 2.0 vs PCIx16 3.0 help

I sorta know that PCIx16 2.0 is equal in bandwidth to PCIx8 3.0 but im wondering since I have a 2.0 x16 slot will it affect a r7 260X performance?

No, not at all. Even the highest end video cards don't use more than PCIe 2.0 x16 or PCIe 3.0 x8. That particular card wouldn't have a problem down to PCIe 2.0 x8. It might drop a little if you go as low as PCIe 1.1 x8.
