Asrock 990FX Extreme Dr.Debugg Code 99 Issue.

A couple of weeks ago one of my ram sticks died so I had to call in an RMA on it. Once I finally got them back I redid the cable management in my PC. Well once everything was good I booted it up and got the error code 99. I've tried moving my GPU to other slots. I've reset the bios. I've done everything I can think of. Everything is plugged in right. Please help!

From ASRock support:

"Dr Debug Error Code 92 - 99: Problem related to PCI-E devices. Please re-install PCI-E devices or try installing them in other slots. If the problem still exists, please remove all PCI-E devices or try using another VGA card"

I've tried that already. The only thing I can think of that would be wrong is that my graphics card died.
