usb soundcard from pci bus card

I have an old HP pavilion laptop that formerly ran Vista that now runs XP. I use amateur radio SDR (Software Defined Radio) applications that need high quality linear soundcards. There is no way to run a full height PCI soundcard in a laptop. USB soundcards that meet my needs typically run $100+ used on ebay. But some nice older 96 kHz PCI soundcards for little $ might work if I could find a way to interface them via usb.

Is there a "bot" that will allow me to plug in a PCI soundcard and run it through a usb port?

Thanks for your input. It looks like I will just have to "bite the bullet" and pay the money for a usb soundcard if I want to run these SDR applications on this PC.
