How to have a fixed GPU overclock to eliminate coil whine

I wan to elimenate my coil whine on my gpu by having a overclock. I think you do this by having a FIXED overclock on my gpu, but how do i do this?

You can get coil whine (which is a sort of buzzing to a sort of electrical screaming wich is also called electrical noise) this is because the coils (i thought it was the coils) have to switch rapidly between diffrent currents. Not everyone has this or can hear because of their fan, but i don't have a fan because i watercool. The coil whine starts when their is a mid to high load on my gpu.

What I meant is that, are you sure it's the GPU? It could also be the power supply.

Already checked that with another power supply, if it helps my gpu is a pny gtx 680
