Is that a custom built rig, or an OEM system (Dell, HP, etc)?
If an OEM, the BIOS will almost assuredly not allow you to manually OC the system.
What are the specs for this system?
It's OEM not custom. But I upgraded the Video card to GeForce GT620 and a new power supply.
But, its running Windows 7-32Bit.
And the CPU is clocking at 1Ghz. :\
You may simply be stuck with your current level of performance from that rig. I wouldn't expect much here.

And when I try to run AMD Overdrive is says it cannot detect a supported AMD Chipset on this computer.
That is because that system uses a Nvidia based chipset. AMD Overdrive will not work with it. You are stuck with what you have with no real options to OC that platform.
Time to start thinking about a new system to increase your performance.
