Unable to Change Security Settings

First, let me start off by saying what I was originally trying to do. (I have Windows 7 64-bit)
In my Program Files(x86) folder, I was trying to make a game and it's subfolders not read-only by unchecking the little Read-only box in the Properties. After hitting apply, it "applied" my settings, but it did not actually uncheck the Read-only box. I closed the Properties window and opened it back up, and then there it was--The Read-only box was checked again, after I'd just unchecked it...

I read on another website that this is due to me not having proper permissions on my account (Even though I am an administrator). So, I right-clicked the Program Files(x86) folder, clicked on Properties, and hit the Security tab to give myself proper permissions. I pressed the Edit button, but now the problem is I can't edit them, and everything is grayed out? This is a problem because from what I can see none of the groups it lists under Security have any permissions at all. How do I give myself permissions to edit the Program Files folder? Windows is acting like I'm not an administrator.

Windows 7 and 8.1 are very weird when it comes to file write protection. I've been told by several MSDN certified people (including my boss) that every Windows version since XP have had firewall enabled by default and because of that, Windows 7 and 8.1 are trained to act like every single file is write protected, regardless of whether or not the drives they're contained on are or aren't. And even if you disable write protection on those files you still have the firewall to deal with, and you also have to set administrator privileges every single time. It's a pain but it is what it is.
