CPU Fan too loud?

I just built my first computer a couple of days ago and everything seems to be running smooth except my CPU fan is extremely loud. I have a non overclocked AMD FX 8350 with the stock fan that came with it. I have a define r4 case (which has sound dampening material to reduce noise) and It's still extremely loud even when i'm not running any programs. Any ideas on how I can go about fixing this? The CPU fan is running around the 4200 RPM range and the only thing I have running at the moment is my browser. This can't be normal?

The stock cooler on the FX chips get loud and aren't real sufficient to cool the CPU , if your case has the room replace it with a 212 EVO.

I own a 8150 , and 2 - FX8350's and replaced the stock on all 3.

Thanks for the suggestion! I figured the stock cooler wouldn't be the best but didn't think they would be this loud. If I ever decide to overclock in the future, would the evo 212 be good enough?
