Facing problem after PSU change.

I had previously had I-Ball Marathon 500w PSU, recently i switched to Corsair VS550 because while I-Ball was installed my system suffered a lot of restarts while playing high graphic games. Now after connecting the Corsair VS550 PSU to the UPS, it lead to a mass fluctuation inside the UPS so I think my UPS is defective as well. Now, I made direct connection without any UPS. Now, the problem is, when the voltage fluctuates, some of my USB devices stop working and again work after a few seconds or minutes. Can anyone help me regarding this?

My PC configuration is this.:
Intel DH55TC Motherboard.
Intel i3 CPU 540 @ 3.07GHz
ATI Radeon 6770
2048 MB Ram

Firstly the VS550 from Corsair isnt really the best PSU out there , it sits in the extreme lowest section for corsair products. You should always take something higher than that lie TX , HX , RM series.
Secondly , be it any brand power fluctuation can kill a PSU completely , it doesnt matter if the electricity / current goes off directly , but there should not be fluctuation at all , connect a UPS at all costs , that your priority !
In India you'll get a APC PSU take that one
Also that I-Ball PSU is a disaster , we Indians are pretty damn good in selling and only maufcaturing cheap quality products , take some PSU's of a good brand like Corsair , Seasonic , Silverstone , Cooler Master
It doesnt matter if you take only 500W but it should be at least 80+ efficiency rated and at least come with a good warranty.

So, I should get a UPS and the USB problem will go away? Also, can you tell me which UPS is good under Rs 4500?
P.S : I'm limiting my budget because i have to a decent cabinet as well.

A UPS is responsible to providing uninteruppted power supply to all your components so in case of power failure you have your backup there !
Also If you give direct current from the mains to your PSU it could damage your PSU as it is subject to fluctuations , so you should always insist on buying the BEST UPS , Also never take any UPS's from indian companies like I-Ball , Intex and Circle they are pretty damn cheap , i had one myself , and after a long power outtage one day , and the other day i just turned on the UPS and it got burnt (i believe) i saw a spark and thats it , i threw it in the dustbin ! i had I-Ball Nirantar btw. So please take this as your priority too.

Just one last question, how much backup time it would provide in case of powercut?
I got 650 watt graphics card and 550w psu.

550w PSU you have thats it.
The UPS should give you 15-20 mins of backup , ideally almost all the UPS's give that , it greatly depends on the power draw from the UPS at the time when you need it. Higher Power draw from PSU will result in lower backup time.
Anyways , its enough for you to shutdown your computer , dont worry !
