What is causing this? It feels like it coming from the CPU heatsink, but I cannot tell.

It feels like a rumbling controller, except a little bit harder. It's been happening for 2 months though my computer is running perfectly. have I damaged my mother board cpu? Or do I just need a new heatsink?
