Help me select a VPN for anonymous surfing

Last week the European council decided to take aciton and prohibit/stricter the Dutch internet users for downloading from "illegal sources" such as P2P music, series and downloading eBooks etc.

I've done some research about how to surf the web anonymously and I've found out the VPN service some companies are offering. But to choose the "best" VPN is different for everyone's location/purpose/etc.

Anyone has experience using such VPN's? I'm Dutch so, I guess i should target VPN who are mainly based in Europe to retain my internet's maximum speed right? For example, I shouldn't go for Privateinternetaccess as these are mainly based in the USA.

TL;DR, what's a good VPN service (which do not log info) for Europeans to surf (and P2P) anonymously?

Not exactly correct. The powers that be have decreed that discussion on VPN's is fine. It crosses the line when illegal activity is admitted to or implied. In this case no such is evident and I'll let the thread run.

Even with a VPN (or even TOR) you are not 100% anonymous. You can still be tracked and monitored (to an extent) by a knowledgeable source. Your ISP (and govt) can still track your IP activity to see what sites (like your VPN provider) you are accessing. As VPN providers tend to be known sources of potentially illegal communications, you can find yourself the subject of even greater scrutiny.

The basis of the lack of 100% anonymity is that you must still use IP addresses to communicate, therefor you can still be tracked (just difficult to monitor the actual traffic being passed, but not who is talking to who).

Yes I'm aware of that (not 100% anonymity), but that's arguable at some point.
As for the "illegal part", I didn't state that as ex_bubblehead mentioned. I'm just trying to retain my own privacy.

Anyway, can anyone help me recommend or provide me knowledge about specific VPN's which are good to use within Europe like I asked originally?
