Two independent home networks?

I would like to experiment with things like VPN and hosting a web site at home, which I understand require port forwarding on the home router (Cisco E1200). However being able to tinker with this network is not an option (the rest of the family uses it).
It seems the only way that I can this is to have my own router that does not go through the cisco router before being connected to the internet. I would like some help figuring out how to have two isolated home networks. I understand that ISP’s issue a single public IP address. Is it possible, or otherwise plausible to put a switch or router between the modem and two routers? Or would a second modem and public IP address be needed for this? I appreciate any and all ideas.
Thank you in advance for your time. I apologize if this is a double post, but I can’t find any information on this.

Yea that option won't work. You get 1 and only 1 IP. You can not connector two Routers to a Modem unless you pay for a Block of Static IP's (A block is 8 IPs). I don't see the issue of just using your current setup. Just give the server a static IP and foward the ports you need to that IP. Shouldn't have any issues. I use to run a web server out of my house when i was like 16-17. Had a Linux Server and we had Verizion DSL, Single IP, fowarded the ports i needed (80, 21, Ect) and no one else was affect by it.

The issue is that I still live with my parents and I cannot convince them to let me do port forwarding on their router.

haha. Can't just sneak in and do it? haha but yea there is no other way. Using two routers won't work. The only other thing is you can setup a second router, then on the Cisco router setup the DMZ to the point to your router. THis will allow all incoming traffic to to yours. But there really isn't anything different from port fowarding though.
