Here is the components list

CPU: AMD Phenom II X4 955 Black Edition 3.2GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Motherboard: Digilite A76ML-K 3.0
Memory: G.Skill Ripjaws X Series 8GB (1 x 8GB) DDR3-1333 Memory
Storage: Hitachi 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Sapphire Radeon R9 270X 2GB Video Card
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply
Sound Card: Asus Xonar DGX 24-bit 96 KHz Sound Card

Here are the issues I am worried about
1.Will this system be able to max out all 2013/2014 games at 1600x900?
2.Can I overclock my processor to 3.8 Ghz with this mobo or do I need a replacement?
(The mobo supports CPU with TDP upto 95W but my processor has TDP of upto 125W)
Will my processor bottleneck my GPU in games?
Please guys reply fast. And thanks in advance.

You've answered your own question there. The 95w TDP rating is for stock settings, and your CPU is already over the limit at stock. Overclocking it to 3.8 is pushing 140w. You're going to fry your board.

Drop the sound card and just get a better motherboard. Not only will it support better CPU and RAM, but it will have a good on-board audio CODEC.

It is one of the few 970 boards that also has 8+2 phase power, which is great for OCing and can even handle 8...
Will you buy the Digilite A76ML-K 3.0 or do you have Digilite A76ML-K 3.0 already?
Because it can support up to TDP 95W cpu, if you use the 125W one, then the PC may not boot even it will boot and the PC may not run stable.

The 955BE will not bottleneck the r9 270x.
 
The CPU won't bottleneck the GPU, but you will see noticeable drops in FPS in CPU-intensive games, like BF4. This slow-down would definitely be helped by overclocking though.

I would definitely get a new motherboard. The system will boot, but you will see problems galore anytime the CPU gets any kind of stress on it.

The 270x will definitely get you Ultra/Max at 900p :) it's a great card.

Thanks for hearing.

I am currently using this Digilite mobo. And I want to replace it with a good one from brands like ASUS or MSI..
Can you please suggest me one which can allow me to overclock my Phenom II CPU.
I just need one PCI Express x16 slot for video card and one PCI Express x1 slot for sound card. No enthusiast stuff (no sli/cf).
Anything between range of 100-120$. Thanks again.

It is one of the few 970 boards that also has 8+2 phase power, which is great for OCing and can even handle 8 core CPUs. Your current CPU (955BE) is on the supported CPU list...AND this board will even support up to an FX 8350.

Since you plan to stay with 1 GPU this board is a good fit.

It should also work well with DDR3 1333 RAM, though I suggest low latency (IE: 8-8-8-24) DDR3 1600 or even 1866 for gaming.
