is it my computer or the game?

so i just recently upgraded some parts in my copmputer and when i play wow on ultra i get 100+ frames in just open world but as soon as i go to org or shrine of two moons it drops 30-40 even on high. is it because the game engine is old or somthing? opr can i change some settings to help.
i have a 270x and fx8320 runnning at 4.0 and 8g ram running at 2133

This is mostly the result of GPU. A lot of detail went into making the major cities look more appealing than say the road to Org from The Barrens. This is because there are a lot of characters (NPCs and PCs alike). Also, a lot of detail went into making the characters you play look good, too. If you were the only PC (playable character) in Org, your FPS would skyrocket, but since your GPU has to render all of the pixels of the city, the npcs, and every action being performed at any given time, the performance levels drop when under such loads.

If you just want to see higher FPS for the sake of it, you can turn of Anti Aliasing, as this setting is a large contributor to FPS drops.
