Usb 3.0 on 7200 rpm drive vs sata 5400 rpm

I am looking at hard drives, and I want to boot my mac from one. I know that thunderbolt is too expensive, So I am wondering, which would be faster overall? A 7200 rpm external hard drive with usb 3.0, or a 5400 rpm internal hard drive connected via sata?

It's possible that the USB drive would be faster, but USB-connected hard drives can have very different performance. USB also isn't quite ideal for connecting a boot drive. So I would probably recommend the 5400 RPM SATA drive.
