Check your PSU is haswell compatible or not. If the error beep are 5 short one that is the cpu.

I found the info I think it maybe same like your screenshot, http://i.imgur.com/RPCTdqN.png. That means the problem is related to the pcie slot. And you can try to update the intel chipset driver https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=20775, and check the pin in the MB cpu socket too, because the pcie is controlled by the cpu, or do you use other hardware in the mini-PCIe?
