will the cpu handdle the video card i heard that if the gpu does not have a good cpu it wont get its full potential

You'll get around 50-60 fps. They used a 3960 though. Your X4 750 should be OK.

Could you list where you are getting your prices and which stores that you might be able to purchase from?

It is easy to talk about max out without setting limits for what resolution you are going aiming for and if you will use any mods that might be demanding on CPU vs GPU. Make a list of those mods that you might aim to use, especially those that you think will be visually demanding and then you have to find a balance between what you can afford and what you will be able to max out. Your budget constrain are extremely low, so don't expect too much.

Skyrim and AMD do not get along very well, I would say no. Not to mention the 750k is not a very good CPU.
