acer aspire m5100. ? to boot to new pci video card

no display from on board video. installed new pci video card and trying to get a screen. help?
I have just noticed that the computer is not booting unless you unplug the main power block from the MB and plug it in. in other words, when you push the power button it only dose a short power surge. if you unplug the power block connector from the MB for 5 sec. and hit the power button again it powers up and the cdrom spins, and HD spins up. MB or PSU?
 
First you need to establish if the monitor itself works, either by hooking it up to another PC, or by trying a different, known working monitor on your Aspire.

If you prove there's nothing wrong with the monitor, try a new VGA or DVI monitor cable, whichever is appropriate.
