RST Service - do you really need it?

I have not really seen a comprehensive answer to this question. Perhaps i missed seeing a link or something, but I have no idea why I need this.

Well, I upgraded my pc in December with a Core i7 4770 3.4GHz on my new system.

My new setup:
Maximus VI Hero Socket LGA 1150 ATX Intel Motherboard
Core i7 4770 3.4GHz
16GB RAM - MEM 8Gx2|GSKILL F3-10666CL9D-16GBXL
840 Series MZ-7TD250BW 250GB SATA 6.0Gb/s 2.5" Internal SSD
nVidia GTX GeForce 770 graphics card

I have this icon on my task bar lower right of screen that is blue and white in color and when I mouse over it I see Inet RST service is...

I have this icon on my task bar lower right of screen that is blue and white in color and when I mouse over it I see Inet RST service is not running. I've not seen it running at all since I brought my pc home from being built.

I just wanted to know if I need to have it running all the time or is it something that can be set to notify me of updates to my i7 to download and install?
