FX-8350 bottlenecking R9 290 in Battlefield 4?

I am getting low FPS in BF4, no matter what setting.

CPU temp 52C @ 4.11ghz turbo with no powersaving options on Clock always 4113mhz
GPU temp 73C @ 1000/1300mhz stock OC (Sapphire Tri-X) Core clock always 950-1000mhz
CPU usage is the same 60-70% while playing, while I see my GPU load drop a lot when lowering settings
Test done on a full match 64p on Wave Breaker Conquest Large

GPU usages
Ultra: 85-100%
High: 60-90%
Medium: 40-60%
Low: 35-50%

Lag spikes corresponded with low GPU usages... I cna't increase my FPS, I get the same FPs no matter the setting. Is this a bottleneck? How could my 8350 bottle that bad?

I get 50-90 fps no matter what my settings are with Mantle because of this... 45-75 on DX11

How can I fix this? I should be getting 65-100 with my setup on all ultra settings shoudl I not? I can't even lower settings to get better fps...

I've already:
-Updated BIOS to latest
-Installed newest AMD chipset and MOBO Chipset+Drivers
-Clean installed Graphics Drivers 14.3 beta (fastest so far)
-OC'd CPU to 4.4ghz, no increase in FPS...
-Turned off all power saving options in Bios
-Set windows Power Profile to High Performance
-Unparked Cores (did nothing, I'm on Windows 8.1 already)
-reinstalled DX and PB
-reinstalled the game, repaired it multiple times
-I've gone as far as reinstalling all of Windows 8.1...

What is there left to do? What could be the cause?

My what? I have a 990FX perfectly capable of OC, and I have the same issues at stock. None of the capacitors are blown, the MOBO looks pristine. This only happens to me in BF4 btw... and I guess BF3 too

Might be the bad beta drivers. You can try using stable drivers and dx11. 50-90 fps on multiplayer with 64 players seems more than enough... Your internet connection might play a small part too. Remember reviews aren't always done at the most demanding point in the game. On some bf maps standing in the middle of the action can cause fps drops even on the fastest CPUs.

Yes, but I can't keep it above 60 no matter what... On medium settings, shouldn't I be getting 100+ FPS all the time? and shouldn't my GPU usage stay the same? hell, I'm hardly at 100% usage on ultra... I get 140fps on medium, yes, in a quite unintense area... I actually start playing the game, I drop to the same 55-75fps... on medium... that's the performance of a 7770... perforverlay.drawfps 1 shows my CPU times Skyrocket about 2 redlines above my GPU on lower settings, that's stealing my FPS.... if the lines run together on lower settings, I hit that desired 140fps... second I look up that cpu spike returns, hovering over my GPU usage, "bottling" it.

Stable drivers give me horrific FPS, this is the best so far. I can't even play DX11 since it hits these dips constantly, and can get down to 45fps...

Don't expect performance jumps like 20 years ago. That time is long gone. Now we get 5% per generation. You can try one thing more, disable one core per module if your motherboard supports it. So each module has only 1 active core you will effectively run a very fast quad core, if that doesn't help its the game or drivers.

1080p at 59.94ghz (still don't understand that, my displays are all set to 60hz...) windows 8.1. Should I not be seeing more FPS? You guys, I KNOW this card should stay over 60... lowering sttings shouldn't give me a 5fps boost... how is everyone on youtube with my same setup getting 70-120 on ultra with DX11 even. They even show their settings and everything...

All of my full specs are in my signature (Corsair HX850w, plenty of power) Never had a random shutdown or anything, should be running perfectly...

I get 55fps in Unigine Valley 1.0 Extreme HD, 7896 in 3DMark 2014 Firestrike. Rig is benching properly, its just this game and a handful of others with performance problems...

I think you'd be seeing anywhere from 80-120FPS.... A R9 290X at 1080? I mean come on.

I'll tell ya this

If you DO have a bottleneck, when playing BF4, If all your Cores are maxed out at 99-100% in Task Manager and your GPU is anywhere under %99 then yeah, You probably have a bottleneck.

The 8350 Isnt a "Bad" chip and Im wondering if the GPU is faulty...

Well, heres the thing, I benchmark perfectly fine, card dips at all the right times as well. CPU is always 60-70% so... All cores vary from 40-90%... It LOOKS like it should be operating perfectly does it not?

It Does...

I looked up (Through Google) and found many other Posts Regarding the 8350 and the R9 290/290X and many other people are posting the same Frame Rate margin your receiving.

We do also have to take into account that BF4 is still very much broken for a small portion of the community =/

your CPU is not bottlenecking as it's only at 60-70%, where-as your GPU is at nearly 100% on ultra, therefore it is bottlenecking.

I have the same R9-290, but play on 3 1050 screens with vsync, ultra, 2xmsaa. I mainly get consistent 60fps, but sometimes dips to 40fps.

My CPU is at 40-50% @ 3.5GHz.

Mantle makes no difference what-so-ever for GPU or CPU usage on my system.

Do you have a link to any benchmarks which are saying you should get higher fps?

I see people everyday dropping no FPS whatsover, smoothly running between 70-90 the entire match with my setup... People all over the web with 8350/780ti not seeing this bottleneck at all...(what else do I call it, the game is limiting the power my PC can output, lowering settings should increase my FPS..)

Yes, I even tried this benchmark. 65.8fps with my 8350/290 every time.... I know the PC is putting out work... but why does it drop in Multiplayer? Single player is HEAVILY GPU powered compared to Multiplayer, so that is what leads me to believe this is a CPU issue. Look, I KNOW its not normal for a single 1080p monitor to drop frames like this, people with 8350/7970 are matching my fps because of this...
