wifi connected to neighbor's router won't load pages not even on a smart phone?!

Hi, I use my neighbor's router for the internet. Don't worry, I have his permission :) ...But every 1 or 2 months it happens that it connects on wifi and it says it's connected and the speed is very good, but it cant load any web pages, not even on my smart phone! So it's probably not a pc issue. We tried to reboot the router but with no success... then after 4-7 days everything usually works again. Oh I forgot to mention it's connected to a cable internet and because I live in an apartment building there are a lot of other wireless connections that could make some kind of interference...but could it cause this? Its been happening since I came here in august... please help, it's really driving me crazy, because I cannot possibly think of a possible cause except that they may be a problem at the internet cable company... Because it's looks logical to me it's not a pc issue or a router issue. But I don't really know. The fact is however that this problem repeats periodically, like I said once every 1-2 months...

I use my smartphone to connect on the internet now, it's been over a week that I am without the net.
I crerate a portable wifi hotspot, then I connect, and the internet does not work, but when I turn on data transfer it works like magic. And That exactly how the router of my neighboor is behaving. My pc connects to his wifi, but there is no data transfer whatsoever.

I'm in doubt that this will help but I'll post my specs:

Win XP Sp3
TP Link wifi usb key
The router is also TP Link
and my phone is Samsung Galaxy Ace ve
And I'm using Firefox Mozilla.

I thought it was not such unusual problem, but I was wrong, apperently god just wants me to pay for my internet. :/
