Administrator rights removed. Some sort of virus.

Alright guys, I really need some help!
But first, my machine.
Windows 7 Home Premium.
Intel i7-3770k CPU @ 3.5 GHz
64-bit.
I just logged back onto my computer after not being on for a day and something has gone horribly wrong.
First I noticed my entire desktop was set back to basics. All shortcuts moved to the left, my background removed and replaced with a windows logo, etc. I ran an AVG scan, and it found a low level threat I removed, but still have the same problem.
Now I can't open Chrome, or install any new programs, found this out when I tried to download malwarebytes. I'm honestly at a loss, as any attempt at a system restore fails. Has anyone ever heard of this type of thing? I have no clue where to go from here.
HELP!
 
Where is this computer? If it's at your work, then well, ask your administrator or security.

If it's at home, it's over serious. You DO need the network to fix it. OR well, you could install Malwarebytes on the USB, and download the database on there. That way you can scan it. You can also boot into Safe Boot with Network.

It's my home computer. I've now been able to open chrome and start downloading programs.
Looks like I also had some search conduit adware installed, i've since removed it.
My malwarebytes just finished scanning and found nothing, but this has to be wrong.
Any other programs to download to try and remove the threat, or thoughts?
 
There's plenty of useless adware, or stuff that are actually real s***. So list all the programs from appwiz.cpl for me, please?

P.S.: appwiz.cpl is the Uninstall or Change Programs. Entering "appwiz.cpl" into the Run menu is the same as manually going into Control Panel.

Just by scanning through, I'm not noticing anything malicious. Multiple scans have showed nothing infected, just kinda weird that my pictures are gone now...
But other than that everything seems good.
