You could try underclocking the GTX 770 a bit to lessen its power draw. If that stabilizes the issue, then you know what you need to do (get a new PSU when you can). Drop it back to about 90% of a stock GTX 770's speeds. See below for the basic specs:

No overclock on CPU at stock 3.5 ghz or GPU yet, well technically there is on the GTX 770 since the built in overclocker with the GPU boost 2.0
Just got the GPU today so yeah it's all up to date along with all my other drivers, on my old GPU I didn't have much stutter so that's why I'm questioning things.
Thermaltake makes mediocre PSUs and I am wondering whether it is providing enough juice (amperage) to the GTX 770 (min reqt of 600w @ 42amps) according to the product website. It should be enough.
Yup removed them all manually, so are you suggesting my PSU may not have enough power? I know thermaltake makes bad PSU's wanted to get a Seasonic but no cash at the moment.
Well it's actually fairly new, and the salesman sold it to me because it was on sale and said it would work, however now I know it sucks, it's about 2 months old.

Does this only happen with BF4? If so, it is likely the game. Seems there are still a bazillion (a lot anyway) of users who are less than pleased with some aspects of the game.
Sorry, but that seems to be the basis of this particular issue. Sorry for your hassles. Does changing your graphics levels settings seem to make any difference?
How is your PC physically connected to your display (HDMI, DVI, VGA, or DisplayPort)? What resolution are you gaming at and is that the native resolution of your display?
