What build should I choose ?

Gigabyte GA-990FXA-UD3 (rev. 4.0)
Gskill Ripjaws X 8gb 4gbx2 DDR3 1866 CL9
Palit Jetstream GTX 760
Thermaltake SMART SE 630W Modular

Intel :

i5 4670k
MSI Z87 G43 Gaming
Gskill Ripjaws X 8gb 4gbx2 DDR3 1866 CL9
Sapphire R9 270X Dual-X
Thermaltake SMART SE 630W Modular

I plan to play games at ultra, record my gameplay, some C++ programming.

Considering your requirements, the following would be the best combination:

Intel:

i5 4670k
MSI Z87 G43 Gaming
Gskill Ripjaws X 8gb 4gbx2 DDR3 1866 CL9
Palit Jetstream GTX 760
Thermaltake SMART SE 630W Modular

Edit: Keep in mind though, that even though both the 270X and the 760 are powerful GPUs, even at 1080p, there are a few games where you may need to tone down maybe 1 or 2 options of the settings below the maximum.

With all due respect, the 8320 is nowhere near the performance of an i5 4670K when it comes to gaming.

If budget is a problem then the AMD build is indeed the best option.

Exactly my point.
This is what i recommened the OP, PlayerTwo this is why !
The 8320 is really good when it comes to multithreaded tasks !
And to be honest just for gaming the i5 4670k is seriously better.
Yes i have the same.

I merely recommended the Intel/Nvidia combo because of the OP's first two requirements - i5 for better gaming and 760 for gameplay capture with Shadowplay, because without Shadowplay, even my 3770K OC'ed to 4.5GHz on all cores, can't capture a steady 1080p/60fps on most games, so I have to either go half resolution or force v-sync at half the refresh rate for 30fps capture. Anyway, all things considered, your solution was closer to what the OP wanted, and that is what that matters. :)

Yes , but shadowplay is just a software feature from Nvidia to capture a video , many people dont even use that many use other softwares.
Also as much as i have read , people use devices like Elgato Game cature HD and some gamecapture cards.
Isnt that supposed to be actual gameplay recording we should look at ?
Correct me if i am wrong , i have not done game capture my entire life , and dont even intend to.
All i keep reading about is hardware devices and all.
If the said device i mentioned : " Elgato Game cature HD " shoudnt that be used by OP for capturing ?
Again , i could be wrong.
But if someone could clear this up , we can recommed some more things to the OP and help him out regarding game capturing and streaming , hell thats what he come here for :)

ok how about a

Intel core i5 4440 : cost 185.15$ here in my country

and

Gigabyte GA-H81M-DS2 : 61.34$ dollars

this way I could afford the GTX 770
BUT
Is this a good build ?

My problem is the processor and the mobo. I don't think it will run BF4, Watch dogs, crysis 3, far cry 3 , dead space 3 and other games on ultra. will it run on ultra ?

Obviously it Would !
Go ahead !
As long as you dont want to overclock your super fine with this build , if gaming is what your gonna do , this is a great build.
Its a decent Quad Core with Turbo CPU Clock upto 3.3
Just focus on getting a good graphics card , yes with that gfx card you should be able play watch dogs on ultra at 1080p.
