Slow rendering in games. short draw distance

Hey guys, i have a problem. Sometime before christmas i was playing Skyrim, ive played Skyrim for many months without any problems, and when i started to use some mods, just some graphic enhancers from the Steam Workshop, i noticed my game started to render really slow, as in objects and NPC's would load really slow, much slower than before i started installing the mods, i then uninstalled all the mods, and at the time i decided to get some new PC parts for i had some leftover money, so i bought a brand new harddrive, graphic card, and a CPU. As i started playing various games with those new parts my games still loaded really slowly, as it did with the mods. For example, World Of Warcraft, NPC's objects, certain Shadow effects loaded really slowly and my games behave really, really weird. This is not a ingame effect you can change, because it happens in all of my games, which it did not do before i installed the Skyrim mods. I've tried to change the graphic slot in my pc, used one RAM brick at a time, reinstall Windows, checked my RAM for faults and i got no errors, nothing seems to help. I really have no clue why my games behave like this, do you guys have any suggestions? :/
