Can't change boot device or order!!!

So the problem is i can't change boot device to be exact. I had a 80 WS HDD and had it installed on SATA 0 slot and bought another HDD later for sole purpose of windows 40GB (don't want windows to go over 40 GB, need to only basic things on this drive) and had it installed on SATA 2 slot on SATA 1 slot there is my dvd writer. So Since only my sata 0 slot has the transmission speed of 3 Gb while the rest of the slots have 1.5 GB i wanted to change the 40 gb drive (windows drive) to sata 0 but when did it the pc says no boot device detected. It is because windows 8.1 only run on the slot i installed the window from, this does sound stupid but that's all i think.

As this is on Windows 8.1 it's likely to be an UEFI issue. 8.1 selects uefi boot or not, and might cause this.

Deselect uefi to (sata, or similar/classic options working with w7/before) and try again. If its already deselected (unlikely with W8.1) just select it otherwise, just switch it and try

(btw this only applies if you already tried it with boot menu/order)

I have no Uefi BIOS, i have an optiplex 755 and BIOS version of A22. And i have tried changing the boot order from the BIOS and it show dvd or cd-rom and below that is on-bard sata or hard disk drive. There is no specified option to which drive to boot from. There is a option in of drives for turning on and off drives i have tried turning of all the drives except the boot drive and the still it show no boot device available while i boot from it's previous slot and windows load up fine.
