HD7850 - High Voltage?

Nah looks fine. Some 3rd part cards are factory overclocked and have small voltage bumps.
For example, my Gigabyte HD 7950... Same reference voltage as yours when stock from AMD. Gigabyte factory OC voltage peaks at 1.25v. Max safe on my GPU is 1.3v.
Just check the tech specs from the manufacturer to confirm you're in the safe range. And also check the temps. As long as those are well below max safe then you're good.
