My PC Doesn't shut down properly

I have a brand new pc that i just built yesterday and when i tried to shut it down it didn't want to close... Like i pressed (on widnows 8) the shut down button and the windows closed... and my monitor stoped getting any singals but the Computer itself was working still... the harddrive LED was still working and i though that its just saving files from what i did that day.. but i left it for 1 Hour and it didn't close...

Specs:
CPU: i5 3570K
RAM: Kingston HyperX 8 GB (2 Sicks)
GPU: R9 270 Windforce OC
HDD: 3TB Green SATA WD
OS: Windows 8.1
Case: Coolermaster Elite-430
PSU: Corsair CX750M (750W)
 
Solution
This is a fairly common event and if it only happens occasionally I wouldn't worry about it. There might be a solution to it, perhaps in the form of a BIOS update. Motherboards can be a bit flaky like this for no apparent reason or sometimes the problem is Windows which has not quite quit all the way.

I cant update it... it says "Secutiry Verification Failed"
