PC only boots on second attempt when PSU first powered on.

Hi - I've built myself a new rig last September and all works good, except for one niggling thing that I have never been able to resolve!

Basically if (and only if!) the PSU has been turned off (using the switch at the back) and then turned on before powering on the PC, it starts up with all fans spinning lights on etc before shutting itself down and then restarting again... however on the second attempt it boots into Windows without any problems!

The strange thing is that if the PSU has been left on after the last shut-down, then powering on boots on the first attempt so it must have something to do with the PSU being off I'm thinking.

Any ideas what might cause this?

I have a Asus Maximus Hero VI mobo and a EVGA 1000W PSU if that helps at all!

Sorry if this is wrong forum btw but I couldn't see a PSU section, so thought I'd post here seeing as it could be Mobo related.
