Cooler Master Nepton 140XL - fan speed and noise

I've got a bit of a noob question.

I'm getting a pc (with two GTX 780, i7 4770k) with the Cooler Master Nepton 140XL as the cooler.

I've read that the fans can be noisy when on full. Are they always on full? When are they on full? Can they be turned down manually?

I'm worried about noise

they'll be on full whenever you're taxing the CPU. it also is related to how far you overclock your CPU. the higher OC, the more heat, and the more the liquid loop has to work.

it says those fans go up to 39dba, that doesn't seem overly loud to me.

you could always upgrade the fan asemlbly if you wanted... you can get noctua fans that flow more and are quieter, but they're like $30 a piece.

I have the 120xl, which says my fans go up to 40dba... i dont ever find them particularly loud.

Thank you for your quck answer. It's appreciated. I'm happy to hear your 1Db louder cooler never seems loud (it's hard to guess how loud 39Db actually is).
I plan on using the pc for gaming.
So the fan speed/noise auto-adjusts according to CPU usage - that right?
Follow up question: So if I don't overclock, the fans will not be on at full?
Another follow up: why would i need to overclock? The i74770k is already overpowered for mostly any game isn't it? Overclocking would be overkill, wouldn't it?
