Resource manager cpu clock display?

So my base clock right now for my 3770k is 3.5 but resource manager is showing sometimes 4.20 how is that happening sorry I'm new to windows 8.1

Did you OC'd your CPU? Download and install CPU-Z program and run some stress test and look for frequency it should be 3,9GHz with enabled turbo boost.

No it is not an co it was putting into I7-3770k turbo mode but I will try the stress test is there any risks?

Not really, just watch your CPU temperatures while running and once it hit 90C stop stress testing.

Well actually I get 71 degrees with BF4 on Core 0 assuming since that's very cpu intensive that's normal right?
