Reinstall Windows to partition

Hi guys,
I'm trying to reinstall Windows 7 as it has been playing up. It gives me a screen which says where do you want to install windows. I try to install to the primary drive but it wants me to do it again after I restart. Is this normal? How do I erase the hard disk?
Please answer ASAP as it is urgent

When it asks where to install Windows, you would be presented with 3 or 4 drives to install in, select the drive C(I think it is the first option) and at bottom choose advanced options --> format, then proceed.

At this stage when you format the drive C and proceed to install, didn't it go ahead. Or it did and after a reboot(it restart in the process) you again selected to boot from DVD/USB ???
