Slow browser speed on desktop, despite fine connectivity on other computer

So I came home last night from school and when I woke my rig up from sleep, the browser speed was incredibly slow. I'm on wireless and it says my connection is just fine but when I try to load up normal sites after a couple of seconds the pages usually end up "hanging" in load. I tried doing a speed test and it couldn't check my download, but my ping was 18. There's nothing abnormal in my processes (idling at 3-5) and MSE didn't pick up anything fishy. I've tried restarting my modem and router several times but nothing has worked.

The computer that's directly connected to the router is having no issues and my tablet is operating fine on wireless as well.

I'm thinking of just reinstalling windows 7, but before I do I figured I'd might as well get some outside insight. Any help would be appreciated.

I'm currently using chrome at the moment, Firefox acts the same way too. The hardrive that windows is on has a little under a TB of available space.

If you have any security software like anti-virus/malware/adware and firewall(s) installed on your system, you can try temporarily disabling them, and see if that helps. It's not a cure, but would help you to diagnose the root of your problem.

Alternatively, before you try to reinstall Windows, you can try using a system restore point from before the hibernation issue (if there is one, and you haven't already). If it is a software issue, there is a very good chance that by restoring your system to an earlier point may resolve it.

Yeah the problem persists even when firewalls and anti virus is off, I tried to do a restore to a day before the problem but again no difference. I will try to pick a later restore point in a few, I'll update when it's complete.

Good news, found my issue! In some sort of drunken epiphany I decided to try popping in my PCI wireless card instead of the wireless USB adapter I've had since I built this PC and... voilà! Everything is back to normal. So happy I didn't do a reinstall windows for no reason. Case closed!
