Intel core i7 - 4960x/4930k and x79 motherboards

My question is simple does motherboards built for the i7 49()() series fix drawbacks like USB 3.0 not being native or 6gb/s SATA connection not being native. And does this put the processor better than the i7 4770k for example would a Asus Rampage IV Black edition and a 4930k or 4960x be greater than a Asus extreme vi paired with a 4770k?

Sorry I got a little complicated there I meant for it to be simple :/

the older x79 no they have all the problems, but since then they have had several refreshes of the x79 motherboards. Some as new as late last year. Like the Asus rampage black, that's a brand new one, and just crammed with features. Ill be going 4930k soon and the black is the board im going with.

i noticed on multiple forums that people say the the i7 - 4770k supports "new instructions" that the 4930k doesnt support. is this true? and why does it matter? i did notice on intels website they said something about AES new instruction under the specifications on the 4770k AND the 4930k. is that the instructions they speak of? or is there another set?

these are probably stupid questions im sorry :/
