GPU Overheating on idle

I have an asus gtx 760 and my GPU is at 66 celcius on idle!?

I built this PC back in December and everything has been fine. I was playing a game while installing BF4 and noticed that the game started to lag really bad. I uninstalled and deleted everything that was associated with BF4 as I thought this was the problem. My entire PC though was and still is extremely sluggish. I ran an entire Mcafee scan and it found a few things but the problem with a sluggish PC and overheating still exists. My CPU is at 43 celcius idle which isn't bad but the GPU temp is insane as my GPu would only reach 60 at the most during intense gaming. Memory in Task Manager is not high at all and less then 50 percent. Any ideas? I have 5 fans total not incluing the hyper 212 with two fans on it.

Check the cpu & gpu fans for proper operation and make sure the heatsinks haven't filled with dust. My cousin lives out in the country and I have to disassemble and clean his system every year. He gets more dust in a year than I do in 5 and he has dust filters on his case. LoL (mine doesn't)
