Low GPU Usage when gaming with Low FPS

When playing most games my GPU usage idles around 50-70 and rarely goes into 80 and never into 90. I have a Sapphire 7870 GHz Edition and it's driving me crazy that the GPU usage is not staying at 99 constantly. Here is an image of the GPU Usage and my CPU utilisation while I was playing AC:IV at high without AA

Heat is definitely not an issue here, I have the latest 14.3 drivers installed, my PSU is more than enough so I am really stuck on what could be causing the GPU never to hit 99 or even 80 in most cases. I've tried rolling back drivers, but that didn't help. It is definitely not a CPU bgottleneck and I've tried overclocking it to 4.00 GHz to no avail. I've tried setting the power limit to +/- 20%, but that hasn't made a difference. I've tried overclocking my GPU, but that didn't make a difference either.

ONLY WHEN THE GAME IS MAXED OUT DOES IT STAY AT 99 but it is useless since it is barely playable by then

My other system specs are:

CPU-FX 4130 3.8GHz (Zambezi)
MOBO-Biostar A960D+
PSU- Corsair CX600M
RAM-8gb DDR3 1333Mhz

Your FX 4130 cpu is bottlenecking the GPU you have.
It is likely that the game you are playing is needing stronger cores/ more cores

Here is a link showing that your fps will suffer from using anything amd/ not atleast i3

It is not bottlenecking the system. Before when I used to have a high GPU usage I would also have a high FPS and the game would play smoothly.

What you are describing is exactly what a cpu bottleneck sounds like, and your processor is definitely much weaker than the GPU you have chosen to pair with it

But it has played smoothly in the past without any hiccups how can a bottleneck just arise all of a sudden?

I doubt its a bottleneck... not with a 7870... are you on windows 8.1 as well? I have the same issues with my 8350/R9 290. There shouldn't be a bottleneck on mine, and yours shouldn't either (at least not bottle 30 fps down...)

Go into afterburner settings, profiles.

assign the 2d profile the same as the 3d one, 1000 1200 profile 1 as per your screen shot.

Run a game.

Does it help?

I am running Windows 7 Proffesional, but it also happened on Windows 8 and I don't have the time right now to enable profiles in afterburner.

CPU distribution shows that it's quite possible that you could be bottlenecking, but I still don't think it's that. You need a split graph so you can see if one thread is maxed out. Being given the info for overall threads is all well and good, but there usually tends to be one demanding thread in games so you will never 100% your CPU before it bottlenecks.

You haven't told us how low this low FPS is.
