Windows takes 12 minutes to load

I have a reoccurring problem where my desktop will start up fine then after the "Starting Windows" animation where the Windows logo animates in, my screen goes black for 12 minutes, after the 12 minute wait I see my cursor appear, then after about a minute my Windows login screen. Other that that the system runs fine, no lag, no freezes, no problems at all. I have had this problem 2 times before and the only thing I can do is format, after a fresh install of Windows the system runs fine for about 5 months then it happens again.

I cannot recreate it as the problem happens out of the blue, there are no Windows updates, Graphic card updates or anitivirus updates that seem to trigger it, it just happens out of the blue.

I thought it was my HD at one point so I bought a new HD and the problem still occurs after some months go by. I have tried running in Safe Mode with Network access, the problem persists, I have tried running a "clean boot" and the problem still persists.

I have run a boot log and nothing out of the ordinary stands out. I also ran "Process Monitor Tool" and the boot log seems to show processes occurring during the "pause" in boot time, but nothing that is unable to load or any big breaks in load time.

I have tried to speak to Microsoft and all they tell me to do is "Boot Logs and Clean Boots" they cannot seem to provide any quality help.

I really hope anyone out there can give me some recommendations of things to look for or try. This is getting ridiculous. I have tried different HDs, different Windows versions (64 and 32 Home and Ultimate)

My system specs are as follows...

Dell Inspiron 530 (most recent BIOS)
Intel Core 2 Quad Q6600 @2.40Ghz
4GB DDR2 RAM (OCZ)
OCZ SSD (120GB)
Nvidia GeForce 9400 GT 512MB (most recent driver even tried rolling back)
ESET NOD32 v6
Windows 7 Ultimate 64 bit (I have tried running 32 bit also and the problem still occurs)

Any help with this would be great I am out of ideas.

I don't think it's a problem with the HD's. I've had the problem 3 times now 2 times with my older IDE and now this time with my SSD, also it doesn't happen right away if I format it will happen again anytime after 5 months or so.
