board compatability with windws 7

I have installed windows 7 Home premium on SIMM-INT G-31E(K) board.

booting from windows 7 disk stuck at welcome screen.
somehow it worked one time and I installed windows 7.

I am using ATI HD 3450 graphics card
pentuim 4 - 3.0 ghz
2 gb ram(1+1).

I am facing these problems.

1. windows seldom works. It kept stuck at start screen. startup repair wont load stuck. and even booting with cd it wont load. Turning it on next day it works once and will stuck after restart.

2. USB 2.0 is not detected by windows 7. I have installed chipset driver.

I cant find a bios update for this board.
any help is appreciated

Was it working with another OS? Are you sure the hard disk is good? Providing a detailed list of all components would be helpful.
