Solution
I'd ditch the CPU cooler and put $30 back in your wallet. You won't need it because you definitely won't be overclocking on that POS motherboard and POS PSU. Otherwise it's a balanced build.

RAM speed won't matter in games.

I have pretty much the same build (FX 6300 and GTX 660). Assassins Creed IV runs at medium-high settings. Fallout 3 runs on max settings. LoL gets maxed at 120 FPS. Skyrim gets maxed except in cities. Overall it's a solid budget build. Btw i'm using a 550W PSU. It can run on much lower, but 500W is a safe number.

Awesome, i just threw a 500W in for 10 bucks more, took out the CPU Cooler

With the left over $20 get an Arctic Freezer Pro 7 CPU cooler. It's not powerful enough to overclock with but it is silent, and AMD's stock coolers are horrible. (You'd think a jet was taking off outside your window when you opened a game).

I just ordered all my parts via newegg. Is the CPU Cooler necessary? I have about 50 coming back in rebates if it is I'll sink it into a CPU Cooler.

I'll more then likely grab one with all the rebates I got, thank you so much for feedback and help!
 
By the time your rebates come in you will have played around with it enough to know if you want to upgrade to a higher performing or quieter cooler. Definitely not an urgency to get one now since they can work just fine with the stock one, just loud.
