Several options here: Digital Storm, Cyberpower PC, Xotic PC, Ironside Computers and Origin PC.
I want a manufacturer that ships internationally? Thanks.

depends on the water cooler, I would suggest you just get a Cooler Master Hyper 212 EVO, they do an excellent job at cooling a CPU and great when you OC as well. If you want better I would still go air cooling but high performance, that'll be on par with any pre-built liquid cooler from those e.g. corsair manufacturers. Custom water cooling, yes defiantly is better then any air cooler but that'll cost much more and only worth it if planning to do extreme OC.
I don't like any of them honestly, especially Cyberpower PC. The best deal you can get is this; It's not on your list but I want what is best for the consumer.

1) Buy all the parts yourself, you get what you want, with more flexibility and quality options.

2) As you probably don't know how to build a PC, get a store to build it for you, which will cost not a whole lot and that is the best thing you can do instead of going to those prebuilts.
 
I wouldn't recommend CyberPowerPC.
I got one PC from them, and although I'm still using some of the components, the PC itself was very poorly put together. The HDD rack was bent, the motherboard was warped and forced onto the case without stand-offs, peripherals were missing, etc.
 
no, I know people who do it. Best to buy the parts in a store, then get that store to assemble it for you, makes sense and far better then buying a pre-built PC. If you want a PC recommendation for a certain price, we'll gladly make one up for you if you link up a store. (most PC stores build PC's)
