The R9 270 Graphics Card is the Best Buy and available under 15,000 on flipkart.com . This can easily be overclocked to perform in level with R9 270X. And yes, it will run all the latest games comfortably.
But you'll need to upgrade the PSU. 450 watts is very less. Atleast a 550 watt PSU is recommended.

With GTX 660 you can play all games on ultra at that resolution.
Also please tell exact model of PSU. Wattage information is useless.

You have to change the PSU.
GTX 650 Ti Boost is not better than GTX 660 and is discontinued.
R9 270 and GTX 660 are on par on performance. But R9 270 is costlier.

The price is nearly same. But you'll need to change the PSU anyways for them.
If you can't change the PSU you can go for 750 ti available from Rs. 11,000 . It has a TDP of under 60 watts and will run fine with your PSU!
