Does the max Dram rating on a CPU cancel the effect of a higher rated MoBo?

Hello, this is the first time in about 10 years that i have build my own system and I am finding myself out of touch. Does the max Dram rating on a CPU cancel the effect of a higher rated MoBo?

Here is what I am looking at purchasing:

AMD FX-9590 Vishera 4.7GHz Socket AM3
** Says max DRAM is 1866 mhz

ASRock 990FX Extreme9 AM3 Motherboard
**Says I can use 2133 mhz if I overclock it

I have never overclocked anything in the past so please keep that in mind :)

Can I use 2133 ram or should I stick with 1866 and find a different motherboard?

Some MBs allow the memory to use its XMP profile to "OC" the memory automatically in BIOS. It won't hurt to use faster memory like the 2133MHZ you mention anyway. At worse, you'll have better memory than you need and perhaps less issues down the road. But always buy your memory in MATCHED pairs for a dual channel system like yours. And be sure to use the correct voltage memory. Probably 1.5V

If you can get a good deal on 2133/9 or so give it a try, some 9590's can generally carry 8GB or so of 2133, if going more I'd stick to 1866, if you do get 2133 and it doesn't run, hopefully you can downclock to 1866 and tighten the CL to get near 2133 performance, if you need help, give me a shout
