Skyrim lags on my pc why ?

hello i have a problem with a game called skyrim. in skyrim when i am out of towns i get no lag ,but when im in the towns i get lagspikes eaven i tried on low nothing helped can someone help me plz

my rig

cpu:Intel xeon 3 ghz dual core
gpu:evga gtx 650 gddr5 non ti oc when i game i get 35 to 40 teps
memory ram : 8 gigs ddr2
power supply:750w

Skyrim is optimised for single threading on 4 cores. You have a dual core Xeon, therefore no Hyperthreading that is possible on an i3. This will slow you down some. Also, your ddr2 is somewhat dated, so any processes sent to it by the gpu will be somewhat slowed.

It's not to say that your pc is bad, or Xeon is not for gaming, they handle gaming just fine, its just Skyrim amongst a few other games is a lot more CPU dependent than normal, which allows for a lower gpu to make it playable
